It will ideally give a warning in the language of the user, but will work with all language codes pointing to the correct WP. :I support the making a change, but have another recommendation. In my experience, only experienced editors can tell the difference between {{tl|uw-vandalism1}} and {{tl|uw-vandalism2}}, as the same icon is used for levels 1 and 2.
