Con l'avvento della guerra civile la gang criminale iniziò a diventare preda della sempre più crescente e matura città di New York che iniziò a stabilire dipartimenti di polizia e istituire il corpo dei vigili del fuoco.

Nel 1865 New York eliminò definitivamente le compagnie di pompieri volontari, creando un'istituzione libera dalle gang e dalle manipolazioni politiche <ref>{{Cita web|url=https://www1.nyc.gov/site/fdny/about/overview/history/history.page|titolo=The origins of the Fire Department of New York City|accesso=2020-05-08|lingua=EN}}</ref>.

La situazione venne aggravata dall'accrescimento della potenza del partito democratico e dal fatto che oramai la grande mela non era più una città ristretta alla sola Manhattan.
