This article covers "Quantum Programming Languages" rather than quantum programming. You can program a circuit without a quantum programming language or even a quantum processor. This can be done with electronics, integrated circuits, or even just va instrumentation. Quantum programming is the manipulation of any quantum system for a desired outcome or experiment for the results thereof.
