L'idea di organizzare il ''Tribute to the Troops'' venne in mente al wrestler [[John Bradshaw Layfield|John Layfield]], meglio conosciuto come [[John Bradshaw Layfield|Bradshaw]], per celebrare il lavoro svolto dalle truppe americane in [[Afghanistan]] ed [[Iraq]]; il primo evento, in realtà, fu una puntata speciale di ''[[WWE SmackDown|SmackDown!]]'' svoltasi il giorno di [[Natale]] del [[2003]] al Camp Victory di [[Baghdad]] ([[Iraq]]).
