On most wiki pages, MediaWiki takes care of scaling these images automatically, but the former [[project portals]] were unusual for containing raw HTML code that the servers served up verbatim on www.wikipedia.org et al. [[Special:WhatLinksHere]] and the file usage lists don't track references in raw HTML. That said, at this point, I don't think there's any way left to preview the portal code as there used to be, so I don't think it would be a reason to keep these images.
