AS far as the range is concerned, there are a handful of other editors besides Tom Sayle, and it is not possible to tie the vandal to any of them with a reasonable degree of certainty. There is a fair amount of IP vandalism from that range as well, so an anon only block would probably cause relatively little inconvenience for good faith users.
