To summarize, if there is an enforceable local rule about paid contributions, then those rules with supplement and amend the interpretation of the TOU. The TOU is meant to be useful for Spanish Wikipedia to help that community enforce the rules about disclosure it wants people to follow. It is not there to override rules that it has chosen to have locally and create problems where a community feels like there aren't any. If you feel like there is a grey area where the phrasing is unclear, then here's a rule of thumb. If something breaks a rule that Spanish Wikipedia believes should be enforced, assume that it also violates the terms. If it does not break any rules of the local wiki or project-wide rules, then assume that it doesn't violate this portion of the terms.
