Per Google Scholar, the ICFP 05 paper is cited by 70 other papers [http://scholar.google.com/scholar?q=+++Ats%3A+A+language+that+combines+programming+with+theorem+proving&hl=en&lr=&btnG=Search], plus there are numerous other publications mentioning it, plus there are dozens of related papers and articles by the same authors and by others. This passes any reasonable Wikipedia notability test for this type of subject in my understanding.
