**Stub tempaltes feed into stub cats, stub-class cats are fed by wikiproject talkpage templates which are we being asked for here? Stub-class cat would only need to be agreed by the specific wikiproject. As for the stub template I have to agree with grutness splitting by nation is probably best. That's the standard naming practice for permanent and stub categories.
