After being rejected from Hogwarts, Voldemort's plans became much more ambitious. He used spies, either [[Death Eaters]] or people under the effect of the [[Imperius Curse]], to infiltrate places of significance, particularly the [[Ministry of Magic]]. [[Auror|Aurors]] and members of the [[Order of the Phoenix]] were murdered while tring to organise resistance against him. Much fear and suspicion spread in the wizarding world; many people being questioned as to whether they were under the Imperius Curse, or purposely doing Voldemort's bidding. Many of these victims were set free after it was discovered they were cursed, but it was never entirely clear whether wizards such as [[Lucius Malfoy]] had acted freely or under a curse.

Until early 1980, despite efforts by both the Ministry of Magic and the Order of the Phoenix, Voldemort appeared to be on the verge of victory. It was not until his encounter with [[James Potter|James]] and [[Lily Potter]] that he fell from this position of power.
