:::::This guideline has it wrong, and it's a known fact to accessibility experts. See, there are several application methodology for WCAG 2.0. [[Section 508]] has [http://webaim.org/standards/508/checklist WebAIM section 508 checklist], for example. And about this particular issue, [[WebAIM]] explicitely says that [http://webaim.org/techniques/tables/data#scope "The scope attribute should be used on simple data tables"]. The ITAA guideline [http://www.dhs.state.il.us/IITAA/IITAAWebImplementationGuidelines.html#web11.1 says the same]. And [http://www.telono.com/en/services/accessibility/guidelines other application methodologies around the world], like Euracert and the French RGAA says the same. They all agree that W3C made a slight mistake here, and this mistake is likely to be fixed in later versions of the WCAG 2.0 guideline.
