This policy proposes to prohibit any AOL user to edit any Wikipedia article until they register to Wikipedia. To prohibit an AOL user, instead of the typical ''edit this page'' tab, there will be a ''edit(requires registration)'' or ''view source'' tab. This will lessen the vandalism from many AOL vandals, and can serve justice to the right person instead of the wrong person. This proposal only targets AOL users, as other normal anons don't change their IP address very quickly.
==Reasons==
*AOL users change their IP address at the speed of lightning
*Bad vandals using AOL can have an advantage from the above statement
*An admin that would typically block a vandal will block the AOL address, but will harm several other good AOL users by blocking the IP address
*It would be simpler if an AOL user registers. If that user vandalizes an article, their account will be blocked and if they try to edit ananymously, they will still be required to log in.

==Effects of the policy==
Also, if a good person from AOL comes to edit, they can become registered users and edit from that account, so this policy wouldn't harm the good contributors.
*AOL users will not be able to edit, instead, if they click the ''edit'' tab, they will see a message saying that they should sign up to edit.
*The typical ''edit this page tab'' will turn into a ''View Source'' or ''edit(requires log in)'' tab if an anon edits from an AOL IP address.
*If an AOL IP address signs up, then continues to vandalize, their account will be easily blocked by an admin without harming several people.

==A good side==
When an AOL user clicks the ''View Source'' or ''Edit(requires registration)'' tab, the page that is typically an edit page will show that the AOL user can register if he/she wants to so they may return to add more good information on Wikipedia. It will be like a ''View Source'' page, but with a nice message to show they can register.
*If a good AOL contributor comes around to edit articles that need improving, they will register. In good time, that user may become an admin.
*An admin will easily block a vandal that was forced to sign up without any fear of blocking several other people.
*Vandalism from AOL IP addresses will decrease to zero.
