He is the leader of U-TIC, and is assumed to currently be the acting leader of the [[List of organizations in Xenosaga#Ormus|Ormus]] organization, replacing the old Patriarch after his timely death at the hands of the [[#Testaments|Testaments]]. Both Margulis and Sellers are under Heinlein’s wing, and all three are high ranking cardinals in Ormus. Heinlein was in league with Margulis and Sellers to overthrow the old Patriarch during the resurgence of Old Miltia. Not only is he the U-TIC Commander, Heinlein is also the [[CEO]] of [[List of organizations in Xenosaga#Hyams|Hyams Group]], the main corporate competitor of [[List of organizations in Xenosaga#Vector Industries|Vector Industries]]' main corporate competitor. Since Hyams is in control of a 13th [[Zohar Emulator]], Heinlein is the only person who has rivaled the research of [[List of minor characters in Xenosaga#Joachim Mizrahi|Dr. Mizrahi]], although Sellers has been working on enhancing the research as well. In the Catholic church, the rank of cardinal falls directly under the pope. Based on this, Heinlein is the most fitting successor to the Patriarch.
 
Heinlein funds both the [[List of organizations in Xenosaga#U-TIC Organization|U-TIC Organization]] and the Yuriev Institute, which fuels the competition between the two companies. Additionally, he has supplied the Immigrant Fleet, the physical power of Ormus. Despite the fact that they are both dummy corporations under one network, U-TIC is apart of Ormus, and the Yuriev Institute is an arm of the Hyams Group. Many consider these four factions, and the Immigrant Fleet, to be collectively under Ormus. Considering the high level of manipulation and under-the-table funding taking place throughout Ormus and its many front organizations, Heinlein is a key link in the chain as one of the masterminds. Due to the amount of manipulation, the enigmatic Heinlein could be in league with Wilhelm, despite rivalries on the surface. After all, Heinlein wanted the Ormus Patriarch dead, and it was Wilhelm’s Testaments who ultimately silenced him.
