That is, the standard installation of [[WP:TWINKLE]] allows one to do this, (and I assume it could be done manually if one knows the right way to code the template) see [https://en.wikipedia.org/w/index.php?title=User_talk:Sandbox_for_user_warnings&action=history], it's a specific usecase of {{tl|tpv1}}-{{tl|tpv4}}, so a full suite of four escalating warnings. I'd also like to note that this is especially the kind of issue where hand-written messages generally work better. I'd really suggest addressing the details of the specific case.
