They are ''not'' being assigned to any newcomers yet, but experienced users may turn them on in preferences to try them. After a couple weeks, and after we iron out any issues, we plan to start giving the features to 2% of newcomers to get a sense of how they work on this wiki, and so that we can make plans for next steps.
