It appears they have another use. If you look at the public school K-12 database, the local education agency ID is a combination of several FIPS ID's, among them "state" except that there are DOZENS of schools in states 58, 59 and 61 whose physical ___location are either within one of the 50 states or on foreign US DoD bases. #58 appears to be split between AE and AP (about 2:1), while #59 is - literally - all over the map (22 states, mostly in NM, ND, and SD). #61 has 7 states, PR, and AP.
I have no idea what I should assign the districts to since they cover multiple places. I'm sure they're DoD related.
