Anything published in German is [https://commons.wikimedia.org/wiki/Commons:Copyright_rules_by_territory/Germany 70 years] after death of author or 70 years after publication for anonymous authors. Otherwise, you can use the Problem melden link at the bottom of the page to explain why you believe it's Public Domain in Switzerland, so you can access it. [[Commons:Copyright rules by territory/Switzerland|Commons]] shows Switzerland has the same copyright lengths as Germany per above. Therefore, I think anything PD in Germany would be PD in Switzerland.
