In cases which are straightforward, (e.g. [[WP:VAND|blatant vandalism]]), the community has historically endorsed the obvious action of any administrator – even if involved – on the basis that any reasonable administrator would have probably come to the same conclusion. When in doubt, however, raise the matter at the relevant [[WP:NOTICEBOARDS|noticeboard]] and let other administrators take action, if appropriate.
Remember that even if you issue a block in a completely uninvolved, nonpartisan manner and perfectly in-line with policy and past precedent, you are stopping another person from being able to contribute to the world's largest encyclopedia project, and they are unlikely to react to the block
