There is no browser for Windows that uses WebKit. But WebKit itself is available as nightly builds from Apple, so I guess it's fair to say that it is "supported".
 
However, I don't think there is any browser for Android that uses WebKit? The [[WebKit]] Wiki page also doesn't list Android as a supported platform.
