The user pages are showing up on [[Wikipedia:Database reports/Ownerless pages in the user space]] because the pages do not have actual user accounts associated with them. I have adjusted the (somewhat confusing) instructions at {{tl|Doppelganger}} to clarify that before the template is applied, a user account should be created.
