Enactment of the 1972 [[Clean Water Act]] (CWA) required thousands of facilities to obtain permits for discharges to [[navigable]] waters, through the [[Clean Water Act#NPDES permits for point sources|National Pollutant Discharge Elimination System (NPDES)]].
