Right after "We define the following eigenvector of U", |psi_j> is defined as a vector of r summands of which all have norm 1. I believe it should be normalized, i.e. multiplied by 1/sqrt(r). It is not just a vector, it is a quantum state.
BTW this is corrected immediately afterwards, in the superposition of all r psi_j's, where the normalization is 1/r, i.e 1/sqrt(r)*1/sqrt(r), where the second multiplicand is the "missing" one from above.
