::::No, the footnote states the ''fact'' that some people call it that name. It then goes on to express the author's [[WP:BIASED]] ''opinion'' that the name is a poor choice of name. But the author does not propose a better name; he just calls it [[Assembler language]], which is too generic to use. So unless you find some more sources then Basic Assembly language is the most recognizable [[WP:COMMMONNAME]]. In particular I looked for but did not find any sources that describe HLASM as a distinct language, so your splitting of the infobox into two languages is a complete fabrication.
