The sources are dead, so there's no proof that is only used to write the Greek language. the linked article on code pages refers only to characters, not to languages. given that even in Greece the Greek alphabet is used for other things besides writing the Greek language it seems incredibly unlikely that that's all this code page is used for. e.g. do you contend that Greek mathematicians use some other means than this code page if they're using it to write mathematics?
