'''Hand coding''' is a mechanism used by the Wikimedia Foundation to help analyse the impact our software and changes have on the community. The intent is to provide a way for editors to use their judgment to evaluate the data: editors are far better at working out the impact changes will have than we are, because editors are the ones who will have to deal with such changes.
