It was in 1987 when the planning and initiatives for the program began when the military assessments revealed the existence of India's [[Integrated Guided Missile Development Program|missile program]].<ref name="Defence Journal, 1998" /> In a direct response to India, the program was hastily launched by General [[Mirza Aslam Beg|M.
