In June 2008, Richard Martin approached [[Dov Dori]] after his presentation at the [[International Council on Systems Engineering|INCOSE]] International Symposium in Utrecht, the Netherlands, to inquire about the possibility of creating an International Standard for OPM.<ref name=":0" />.
