It's for the article [[Hubert Humphrey]]. He gave a speech at the Democratic National Convention in 1948 in support of a civil rights platform. The platform was adopted, and its widely considered to have swung the presidential election that year in Harry Truman's favor.

The publisher is "Norfolk Journal & Guide" and the place of publication is Norfolk, Va. The ProQuest document ID is 567926855, the URL is https://www.proquest.com/historical-newspapers/colored-voters-backed-truman/docview/567926855/se-2, and the entry was last updated 2010-07-12; it's in the "ProQuest Historical Newspapers: Black Newspaper Collection" and "ProQuest Historical Newspapers: Norfolk Journal and Guide (1921-2003)" collections. The story also appeared on pages 11 and D15 of the same issue; I don't know why they included it thrice.
