::::::I think Sdkb point is that they want to use {{tl|efn-lr}} style notes, and include a {{tl|notelist-lr}} in the infobox, but not catch {{efn-lr}} notes from outside the infobox in that notelist. If they use {{tl|efn-ua}} they would not want to catch {{tl|efn-ua}} notes from outside the infobox.
