It is available in the [https://catalogue.nli.ie/Record/vtls000012143 National Library of Ireland] but not viewable online. It is cited as the source of Leigh Rayment's Irish privy counsellor page, which is not a reliable source, so trying to access the original book. Since it is published in 1910, it should be out of copyright.

It's available at only the one library, and I don't think WP:RX has any volunteers in Dublin, so your best bet may be asking the National Library of Ireland to [https://www.nli.ie/collections/using-our-collections/copying-services scan it for you].
