:I'd say they should qualify if they're specifically about developing countries. So fair trade and decolonization wouldn't really count under that metric, since those apply to most countries. And maybe they shouldn't be subject to multipliers, because the point of giving bonus points to least developed countries is because those ones need specific attention. On a similar point, I'd say that any topic relating to Africa, Latin America, Eastern Europe, Pacific Islands, or Asia in general should count for non-multiplied points as well.
