:As a rule of thumb, if the editor is an active editor, ask him. If he's not, ''consider'' emailing him. If he appears to be unreachable, and the userspace draft is clearly decent draft of a notable topic which does not have an article or a different draft (check Drafts: and Wikipedia_talk:Articles_for_creation/ ), ''consider'' moving it to either Draft: or WT:AFC/ or, if there's any chance that this might be controversial, opening a discussion on a relevant WikiProject or just create a new page from scratch. Whatever you do, bear in mind that making such a heavy edit to another user's page or moving it can come back to bite you.
:One general exception: If you are making edits to enforce policy or guidelines that apply to either userspace drafts or user-sub-pages in general, then you should make that edit. Examples including hiding copyright violations and BLP violations or other things that are simply not appropriate for user-space, or moving a user-space draft that is on the user's actual user page to a sub-page (be sure to UN-CHECK the "also move talk page" checkbox). If you make any edits of this nature, it's polite (I would say "implicitly required") to notify the editor on his talk page.
