I think the wording might be backwards. The string "ae and oe" contains 7 graphemes, not 5, whereas "œ and æ" contains 5. It also seems to contradict [[MOS:CONFORM]] which says "Normalize archaic glyphs and ligatures in English ... æ→ae, œ→oe".
