I think the whole section on interlacing is misplaced. For two reasons. Firstly, video scalers more commonly perform deinterlacing. Secondly, deinterlacing has it's own article which appears to go into more details.
This sentence is not particularly helpful 'Although this increases the resolution of the image it degrades the quality, a video scaler is able to deinterlace a signal and increase the resolution with only minor effect on the quality'. I THINK I know what it's trying to say, but it needs to be reworked. Deinterlacing can effectivey double the resolution. Having some way to do this became desirable with the popularity of large screen TVs and video projectors. Devices to do this called line doublers were popular in more expensive installations. The extent to which they degraded the quality of the interlaced source material is, of course, debatable.
 
Also, I think the term Video Processor is a little more common these days. Technically a Video Scaler just wouldn't also deinterlace, but upon doing some googling, there's a lot of confusion of terms out there in the market. Perhaps Video Scaler should just redirect to Video Processor which can cover all the possible features such as deinterlacing, scaling and conversion to different video formats.
More to the point, there is already an article on deinterlacing. Articles needing to cover this somewhat complex topic would be better served redirecting to that article, rather than making some vague comments on the topic.
