Firstly, video scalers ~~more~~ commonly perform deinterlacing (not interlacing). Secondly, deinterlacing has it's own article which appears to go into more details. Also, I think the term Video Processor is a little more common these days. Technically a Video Scaler just wouldn't also deinterlace, but upon doing some googling, there's a lot of confusion of terms out there in the market. Perhaps Video Scaler should just redirect to Video Processor which can cover all the possible features such as deinterlacing, scaling and conversion to different video formats.
