*Semi-protection doesn't belong because it's a feature request. ArbCom doesn't belong since it was created by Jimbo fiat. As for the other three, well, I wasn't around back then, but note that these changes are rather old and we do things differently these days. CSD and 3RR were, I believe, formalizations of something that was already starting to happen (mind you, the community was smaller back then so this was easier) and the RFA system gradually grew from a noticeboard to a notice-and-comment board to the ~vote it is now.
