Article is crap! Nobody has ever proponed scalar programming. Rather it might be a rhetorical construction to propone Array programming. The article claims there's an idea behind Scalar programming, which there isn't. I vaguely remember hearing about "scalar programming" but not in this context; I think it was referring to single-processor programming. I agree that it's usage as a foil to "array programming" is bogus.
