I've proposed a WikiProject intended to help editors create closed proxies for editors in China to use. You can see the proposal at [[Wikipedia:WikiProject_Council/Proposals#Closed_Proxies]]. If this WikiProject draws enough interest, we'll be able to get enough servers running to draw in a substantial amount of editors in China and allow them to edit.
