In particular, to say that something is ''the same as'' another can be fraught with pitfalls. "Please note that FIPS codes are not the same thing as ZIP Codes, however the two-letter abbreviations for U.S. states are the same as the Postal Service state abbreviations." The first clause simply says that FIPS codes are not ZIP codes, a simple concept. The second (which is independent, and ought to be punctuated as such) says that the two-letter abbreviations use in both specifications are alike. Perhaps the following revision would do. "Note that although FIPS codes are not ZIP codes, they do use the two-letter abbreviations prescribed by the Postal Service for states in the US."
