"Codes 03, 07, 14, 43, and 52 in the above table were formerly used for the certain territories, but some users found it difficult to separate them out from the States as a result so they were reassigned codes higher up in the system." What's the rationale for this statement? These codes aren't mentioned at all in FIPS 5-2, but [http://www.bls.gov/nls/79quex/r19/y79r19attach102.pdf FIPS 5-1] says, "Note: The following codes are reserved for possible future use in identifying American Samoa (03), Canal Zone (07), Guam (14), Puerto Rico (43), and Virgin Islands (52)."--[[User:Ant|Ant]] ([[User talk:Ant|talk]]) 19:29, 3 January 2008 (UTC)
