It was formed by merging the [[Historic counties of Ontario|historic counties]] of [[Haldimand County, Ontario|Haldimand]] and [[Norfolk County, Ontario|Norfolk]]. The merger came following the report of [[Milt Farrow]], a "special advisor" appointed by the provincial government.
