::There are two problems with ZA - first, the naming guidelines specifically say to avoid abbreviations, and second ZA could be every bit as confusing as SA. since it's a Foo-stub form, Foo doesn't necessarily refer to a country name, so ISO abbreviations are too ambiguous. AM-stub isn't about Armenia, for instance - it's about radio (and needs a rename). ZA is a recognised code for South Africa, Zambia, a Chinese language, and a region of Russia.
