As for the relationship between occam 2.1 and 3, Conor O'Neill's "occam-2.5" definition document (SW-0429-8) [http://www.wotug.org/occam/documentation/oc21small.pdf] claims that some features were borrowed from occam 3, and as I understand it, the final occam 2.1 didn't differ much from that.
