Have a look at http://www.youtube.com/watch?v=ypEMdjslEOI and have Mary Poppendiek, at a Google Tech Talk, amongst other things tell you about the origins of PERT (starting at 25:14) as a smoke screen for congress to keep funding the cold war weapons program (it is easier to fund a control strategy than people doing something).
