His final act as G.I. Joe commander was to oversee the ceremony of the closing of the Pit. The Joes were being decommissioned. When Cobra returned a few years later, he lobbied for the reinstatement of the G.I. Joe Team. The lobby was successful and the Joes are reinstated but he did not come back to take full command. The leadership responsibility now fell to Duke while he took on an advisory position as well as keeping an eye on the Jugglers, a cabal of generals with an agenda of their own.
After evading numerous Cobra assassination attempts, Hawk was shot in the back by [[Zartan]], leaving him paralyzed and obsessed with revenge on [[Cobra Commander]]. Duke is now acting on his behalf, doing his best to hold the Joes together while battling the Jugglers, just as Hawk had
