Belonging to the [[nobility|noble]] family [[van Meeuwen]], he did the [[gym]] in [[Den Haag]] and studied law at [[Leiden University]]. He lived in one of the family seats; [[Castle Vliek]]. He became a [[lawyer]] in 's-Hertogenbosch and later president and [[judge]] of [[the Court]] in [[Amsterdam]], [[Den Haag]] and [[Baarn]] and the [[Hoge Raad der Nederlanden]]. He was a member of the National Assembly ([[1796]] - [[1798]]) and belonged to the moderate unitarians, who were advocates of a central government. From 6 November 1956 - 16 September 1969 was he a member of the [[Senate of the Netherlands]] and [[House of Representatives of the Netherlands]].
 
He was also [[chairman]] of the [[Hoge Raad van Adel]], chairman of the Senate of the Netherlands, first Lieutenant der cavalerie, judiciary-spokesman and member of the supervisory board Amsterdamse bank N.V.
