Line 15: Well, they have only vandalized once today. Because of it being an aol ip, I'd like to keep blocks short...and as they aren't currently in a period of vandalism, blocking them wouldn't do any good. As to protecting the page, I'm afraid that its current level of vandalism is below what we would normally require for full protection or even semi-protection (anons and new accounts cannot edit). If I were to protect it, then nobody but admins could edit it. The best thing I can say is keep vigilant and relist them on [[WP:AIV]] if they return and are seriously vandalizing it. However, I have added it to [[WP:MVP]] so that lots of administrators can keep their eye on it, and be notified of vandalism very quickly. Don't let it stress you out too much right now, as we can always turn on semi-protection if needed, but being on MVP will help a lot.
