Policy is a tool to protect the project. ArbCom is a tool to protect the project. No one overrules the other, protection of the project and the head bludgeoner thereof rule both policy and ArbCom.

Let me summarize what I said pu there into something simple: ArbCom, Adminstrators, and Policy are all tools to protect the project.
