Users of Microsoft Security Essentials can opt out by editing the registry key "SpyNetReporting"; changing the value of the key to 0 (http://www.malwarehelp.org/how-to-block-microsoft-spynet-2009.html).
Included in the new version, 2.0, which is currently in beta, there is the ability to completely opt out of this program.
