: Since he classifies the exceptions as "notably rare" and doesn't say the invisible hand otherwise ''always'' works, the example indeed doesn't belong. Regardless of whether the ''actual'' exceptions are overwhelming or not, Greenspan's reference to them is not an example of this fallacy, but rather intended to emphasize their rarity (in his opinion).
